Scope of Work
MWH Constructors (“MWH”) is seeking qualified Disadvantaged Business Enterprise (DBE) subconsultants to support our upcoming proposal for the City of Ventura’s Advanced Water Purification Facility (AWPF) Construction Management Services Project (RFP WW12 1065). The AWPF project is part of the VenturaWaterPure program and is being procured under a federally funded framework, requiring compliance with 40 CFR Part 33 – DBE Good Faith Efforts.
In accordance with Section 2.5 of the RFP, MWH is announcing forthcoming subcontracting opportunities and inviting DBE-certified firms to submit their interest and qualifications. This notice will remain posted for a minimum of 30 calendar days.

• Geotechnical & Materials Testing Services
• SCADA & Instrumentation/Controls Support
• Labor Compliance Monitoring Services
• Cost Estimating
• Aerial Photography / Drone Documentation Services
Minimum Qualifications
Interested firms must:
• Hold a valid and current DBE certification (e.g., CUCP, DOT DBE, SBA, or equivalent).
• Demonstrate technical experience relevant to water/wastewater, treatment facilities, heavy civil, or similar public infrastructure work.
• Be able to meet insurance, safety, and reporting requirements applicable to federally funded projects.
How to Respond
DBE firms wishing to be considered should email an Expression of Interest (EOI) containing:
1. Firm name and primary contact
2. DBE certification type and certifying agency
3. Discipline(s) of interest
4. Summary of relevant project experience
5. Capacity and availability
6. Any questions regarding work packages
Important Notes
• All DBE firms, including minority-owned, women-owned, veteran-owned, and small disadvantaged businesses, are strongly encouraged to participate.
• Responding to this notice does not guarantee selection; however, it ensures firms are included in ongoing outreach and future bid package notifications.
• MWH will follow all Good Faith Efforts including early notifications, flexible scheduling, scope decomposition, and use of SBA/MBDA resources, as required in Section 2.5 of the RFP.
