Traffic Control & Striping
Trucking & Hauling

Assistance for DBE Firms
Zara Construction is committed to providing maximum opportunities for DBE participation and will make the following efforts to support DBE firms:
Breaking down work items into smaller packages suitable for subcontracting.
Offering guidance and assistance regarding bonding, insurance, and credit needs.
Providing timely responses to requests for information, clarifications, and project details.
Making available copies of plans, specifications, and addenda for review.
HUD Section 3 Business Opportunity
In addition to DBE participation, Zara Construction is also seeking HUD Section 3 businesses, workers, and vendors to participate in this project in Stockton, CA.
Section 3 of the Housing and Urban Development Act of 1968 requires that recipients of certain HUD financial assistance, to the greatest extent feasible, provide training, employment, contracting, and other economic opportunities to:
Section 3 Workers (individuals meeting HUD income or employment criteria)
Targeted Section 3 Workers (residents of the project area or public housing)
Section 3 Business Concerns (firms that are certified and meet HUD’s Section 3 eligibility criteria)
Examples of Opportunities for Section 3 Participation
Hiring and employment of qualified Section 3 workers.
Subcontracting to Section 3 business concerns.
Providing training, apprenticeship, or mentorship opportunities.
Technical assistance to Section 3 firms to help them successfully compete for work.
Commitment to Section 3
Zara Construction will take all feasible steps to ensure compliance with HUD Section 3 requirements, including:
Outreach to Section 3 businesses and workers.
Advertising opportunities in community and workforce centers.
Assisting with breaking down bid packages to maximize participation.
Coordinating with local agencies to identify eligible workers and businesses.
